Job Overview and Purpose
The Chief Operating Officer (COO) will be responsible for the overall operational management of three service divisions within the Information Technology/Communications Industry. These divisions currently include a Broadband Installation Services group, an Outside Plant/Inside Plant Design Services group and a Personnel Staffing Services group, which employ in total more than 700 people. The COO will have responsibility for proposals, bidding, client contracts, personnel resource allocation and management, project scheduling, performance and delivery, safety, fleet management and quality control. The COO will develop prospects for profitable and safe organizational growth including analysis of expansion initiatives, new revenue sources and opportunities for greater efficiency, cost reduction and systems enhancement.
Primary Duties and ResponsibilitiesOperations:
Develop budgets for all divisions and implement cost control measures regarding expenses, analyze and manage financial data and capital and expense budgets and establish operational objectives and work plans
Oversee the Vice President of Broadband Services to ensure the VP directs and monitors direct reports on ITC's client service offerings, repair service, maintenance, splicing and warehouse functions of nationwide operations and to ensure that high-quality, reliable services are provided to customers on a timely basis
Oversee and guide engineering decisions to bid for new projects and direct personnel in the proposal preparation process ensuring
Oversee profit and loss (P&L) and equipment budgets nationwide for Broadband Services, Design Services and Staffing Services
Provide leadership, including influencing others to ensure all installation, engineering, staffing and maintenance functions are performed to meet and exceed customer expectations and company objectives
Provide executive liaison between clients and other ITC departments and divisions to coordinate client directives, schedules, goals and project timelines.
Develop productive working relationships with the President and with key members of Senior Management and with their direct reports including supervisors, technicians, office personnel, building a strong adaptable team and a positive corporate image
Drive and initiate your team in developing initiatives including business development and promotion of our customer-centric culture
Direct and hold direct reports accountable for the operation with minimal safety issues.
Review and approved all potential managed project and staffing services opportunities to ensure the functional service group can perform on schedule and within the required margins
Develop operating strategies for all divisions under the direction of President and Executive Committee.
Develop, establish and execute operating policies to support overall company policies and objectives
Interface with direct reports and administration to ensure operational employees have all the necessary items to perform his/her work correctly
Planning:
Establish and direct short-term and long-range planning and budget development to support strategic business and financial goals
Prepare presentations and proposals in support of new business opportunities
Direct the Broadband Services, Design Services and Staffing Services groups in the development and administration of annual budgets
Participate in the forecast of funds for staffing, equipment, materials and supplies
Monitor and approve expenditures
Implement budget and forecast adjustments as necessary
Analyze capital expenditure requests and implement cost control measures regarding expenses ensuring all measures are within the company guidelines
Review and approve all client contracts and subcontracts and provide modifications as required
Provide executive level oversight on all aspects of ITC's client contracts
Oversee the purchase of assets as required within the company guidelines
Oversee direct reports securing that the company's property is protected; theft and all violations of safety are promptly reported
Personnel:
Provide proactive and engaging leadership to energize and motivate senior level executives
Recommend or initiate personnel actions, such as hires, promotions, transfers, discharges, and disciplinary measures
Oversee and support direct reports regarding all safety guidelines, including inspection of work areas, examination of tools and new equipment and employee safety training to prevent, detect and correct unsafe conditions or violations of procedures and safety rules
Oversee, plan, manage, direct and evaluate direct reports to ensure their cultural and management styles embody company vision, policies and safety procedures.
Energize, direct and motivate direct reports and their teams by providing insight and coaching, monitoring performance and assessing progress over time
Engage direct reports and team members in team building events
Assume responsibility for the overall leadership and development of a team of managers, supervisors and non-exempt employees ensuring team participation and a positive working environment
Reporting:
Provide status reports to the President and Executive Team as requested in a timely manner
Ensure the completion of reviews of direct reports in accordance with company guidelines
Produce weekly, monthly, and annual operations productivity reports in a timely manner
Provide expense reports weekly as per the company's guidelines
QualificationsEducation
Education: BA/BS degree required (MA/MS preferred)
Experience
Management Skills: 10
years prior management experience required
Minimum five years of experience in the staffing/contractor industry (telecommunications industry, with engineering and operations experience preferred)
Specialized Knowledge
Facility with Microsoft Office (Word, Excel, Access, PowerPoint and Outlook Express) required (Google Docs and Gmail preferred)
Skills
Self-directed and highly motivated with the decisiveness and flexibility necessary to operate successfully in a changing, rapid-growth, hands-on environment
Excellent leadership, interpersonal and communication (written and oral) skills, including presentation skills
Excellence in organizational management with the ability to coach senior-level staff to manage and develop high-performance teams

Working Conditions
The COO will work primarily in company offices or at the offices of clients or potential clients. Periodic visits to field sites may be required, particularly at the inception of projects. Company-paid travel may be required. The COO will work as necessary to satisfy the job requirements and will be available for communication with the President and direct reports at all reasonable times.
